Fondée avec la conviction que chacun.e peut devenir acteur.rice du changement, PULSE est une association dont la mission est de soutenir et de promouvoir l'entrepreneuriat comme levier d'un développement inclusif et durable. PULSE favorise, dans les 18 pays où elle est active, l'accessibilité à l'entrepreneuriat et à son financement au travers d'actions de sensibilisation et de programmes d'accompagnement.
PULSE opère plusieurs lieux d'incubation en Afrique et en Europe, notamment le Lab'ess (Tunisie), Oribi (Afrique du Sud), Jógjëf (Sénégal) et PULSE Montreuil (France). Chaque année, plus de 550 porteur.se.s de projets sont ainsi accompagné.e.s dans le lancement et le développement de leur activité.

VSI offer - Development Officer based in Belgrade H/F
Missions
PULSE is opening a position for a VSI - Development Officer to be deployed in Serbia (Belgrade), given the high development stakes. Nevertheless, the VSI will report to the Deputy Director of PULSE (based in Paris), and will be responsible for supporting all the prospecting efforts of the entities operated by PULSE.
You will be responsible for the following tasks:
A. Identify funding opportunities for existing PULSE projects and entities (30%)
In order to contribute to the financial sustainability of ongoing projects managed from Headquarters, and to the sustainability of activities deployed in the Western Balkans, Senegal and South Africa, you will be responsible for:
- Monitoring public and private, French and international financing opportunities;
Global monitoring of activities and innovations related to our businesses and expertise;
- Identifying new prospects and partners, with a focus on the private sector;
Continuous improvement of our communication and marketing materials;
- Updating prospecting and management tools (Salesforce).
B. Contribute to the drafting of proposals and requests for funding from potential donors (40%)
Once the financing opportunities have been qualified, you will be required to:
- Contribute to the response to a call for projects / tender, by coordinating internal efforts and participating in the drafting of the application file under the supervision of the Development Director;
- Participate in prospecting meetings.
C. Contribute to the Developer community (15%)
In order to encourage the exchange of best practices and the development of the skills of PULSE "DEV" teams, you will contribute to:
- Continuous improvement of the association's "Development toolkit", which formalizes our best practices and tools for prospecting;
- Leading training sessions and sharing best practices.
D. Contribute to the life of PULSE Balkans and local partnerships (15%)
In Serbia, you may be required to:
- Take part in and support the team from time to time in the implementation of activities;
- Contribute to the incubator's network of partners;
- Participate in events and/or other communication activities in the country.
Profil recherché
- You have a business school, Sciences Po or university degree (project management, international development, economics...);
- Ideally, you will at least one year's experience in a similar role (fundraising, prospecting support) and a good knowledge of international public and private funding agencies;
- You understand the issues involved in financing associations working internationally;
- You are rigorous, have good analytical and synthesis skills, and are able to write in both French and English;
- You have a genuine interest in entrepreneurship, innovation and SSE in general, and in Europe, the Mediterranean and Africa in particular;
- Knowledge of the country and/or a local language is a plus.
